As an Executive Officer 2, you will be an essential member of the central Construction and Materials Bureau in serving as sold Program Administrator of the Iowa DOT’s Technical Training and Certification Program (TTCP).  The purpose of the TTCP is to train and certify technicians and inspectors to perform quantity control and/or quality assurance work on interstate, primary, and local transportation infrastructure projects as set forth and required by the Federal Highway Administration for up to $1.4B in contracts advertised and awarded through the Iowa DOT each fiscal year.
 
What you'll do: 
 You will play a critical role in the administration and management of the Iowa DOT’s Technical Training and Certification Program.  Specific duties in this regard include, but are not limited to, the following:

  • Administer and coordinate all aspects of the delivery of the TTCP, including program finances, documentation, and other record keeping.
  • Oversee the program budget, including setting the cost of courses, program staffing, facility, and equipment needs.  Work with partners internal and external to the Iowa DOT to maintain the budget and all financial tracking goals.  Some specific financial management responsibilities include tracking and reporting of training costs and expenditures, monitoring Construction Industry Training (CIT) funding levels ($500,000 in current program), registration fees, payments for services, annual staff actions for training of DOT personnel, production of required invoices, contracts, and vouchers, and the issuance of refunds as warranted.
  • Maintain and update as-needed Instructional Memorandum 213 and its appendices, as well as related policies and procedures to maintain program objectives.
  • Met regularly with the Program Director and other staff to deliver and discuss program budget, finances, updates, issue, and make recommendations for resolution.
  • Coordination and collaboration with training partners internal and external to the Iowa DOT to schedule and arrange training facilities and technology.  Recruit, train, staff, and evaluate subject matter experts and support personnel for instructing classes, assisting with labs, and proctoring examinations.
  • Create an electronic master schedule of all courses annually, and revise, updater, and distribute to training partners.
  • Create, modify, and publish the web-based TTCP registration and information catalog, which is a living document setting forth program requirements, fees, course descriptions, course schedules, and class/lab location information.
  • Design, track, and analyze student evaluation forms for all courses.  Summarize, recommend, and implement program and instructional changes as needed.
  • Monitor courses to ensure effective and proper training methods are being used and uniform instruction.
  • Schedule, create agendas for, and chair annual Task Group meetings with instructors and subject matter experts in each subject area to discuss training needs, updates to course curriculum, exam questions, and other matters.
  • Represent the Iowa DOT through attendance and presentations at AASHTO national conferences annually as opportunities and requests arise.

Special Requirements:

  • Ability to travel, including occasional overnight travel.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
