Job Description

The Iowa DOT is filling a key administrative position to support compliance, elevated inquiries, and process assistance in support of the Federal Driver's Privacy Protection Act (DPPA)Iowa Code 321.11. This compliance officer 1 supports the Driver Fitness program within the Driver Central Programs, Central Programs Bureau for the Iowa DOT.  The purpose of this position is to provide necessary support to the department’s compliance with state and federal laws and regulations pertaining to driver fitness and will act as a resident expert in a specialized agency functional area overseeing delivery of driver fitness programs.  
 
Driver Fitness refers to the physical, mental and medical issues that may impact a customer's ability to be credentialed to drive a motor vehicle.  This position ensures that the Iowa DOT is in compliance with relevant federal and state laws.

Here is what you will do in this position:

  • Research, review, analyze and understand complex state administrative rules, state and federal statutes and regulations to determine required action and conduct proper exercise of discretion where discretion exists. 
  • Compiles, creates, and maintains records and complete reports
  • Oversee delivery of programs, handling high-level and escalated transactions relating to Driver Fitness
  • Ensure that the Iowa DOT is in compliance with relevant federal and state laws.
  • Monitor program delivery
  • Initiates process improvement projects
  • Directly addresses high-level and escalated transactions
  • Develop and continue stakeholder relationships to effectively deliver the Driver Fitness program
  • Demonstrate skills and abilities to address day-to-day issues as well as to contribute to and lead program review and process improvement initiatives

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equal to three years of full-time investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations;

OR

graduation from an accredited school of nursing and experience equal to three years of full-time work involving the interpretation and enforcement of federal and state laws governing health care administration or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements;

OR

graduation from an accredited school of law;

OR

any equivalent combination of qualifying education and experience totaling seven years on the basis that 30 semester hours of college or university course work is equal to one year of experience.
