The Iowa Department of Transportation (DOT) is seeking a servant leader who has integrity, is customer oriented, values safety, and is ready to put people first.
This position will join the Iowa Department of Transportation’s Leadership Team serving as the Director of the Finance Bureau. You will be responsible for support of the department’s business plan by leading the setting of quarterly and annual goals for your team. Additionally, you will have the opportunity to define the job duties of your employees, determine how to measure team success, hire new team members, guide and counsel them in the performance of their job, and provide them with annual feedback on their performance.
Also, you will be tasked with managing the functions of fiscal administration, audits, claims management, and budget.
These responsibilities include:
- Fiscal Administration– Manage the Department’s fiscal administration, accounting for all assets, liabilities, revenue, disbursements, payroll, federal apportionments, and state appropriations. Satisfactorily resolve any substantive findings by the State Auditor. Prepare and submit the Department’s GAAP reporting package to the Department of Administrative Services and oversee administration of all payments to vendors including contractors paid for highway construction in the state.
Organize and direct the Department’s financial activities that are involved in supporting an annual transportation program. This transportation program accomplishes agency goals and objectives as established by laws, rules and regulations of the State and U.S. DOT and by policies established by the DOT commission and agency director.
- Audits & Claims Management– Manage Audits and Claims Management functions performed by staff. Provide management with an independent analysis of Department activities based upon an annual work plan or as requested. Conduct pre-/post-audit examinations and analyze negotiated contracts and/or agreements. Issue independent, unbiased, and professional audit certificates. Fulfill IRP (International Registration Plan) and IFTA (International Fuel Tax Agreement) agreement compliance requirements for uniform audit operational procedures. Ensure professional and independent audits are conducted on individual motor carriers’ registration/fuel tax operational liability.
Follow all policy and legal requirements when tort claims, general claims, and workers’ compensation claims are processed.
- Budget- Strategically manage the Department’s annual budget and request process so that needs can be identified, and funds appropriated to support the various programs. Compile final proposed budget and all presentation materials for commission awareness and presentation to the State Legislature. Submit budget information to the Department of Management and the Governor's Office as requested and answer all budget-related questions and prepare all supplemental information at Legislature’s request.
Design and implement DOT's financial control system to ensure sound financial management of departmental resources including spending, financial forecasting, and internal billing, leading financial team members in each division in this process.
This position is responsible for forecasting and cash flow of the department's revolving fund, ensuring the solvency of the fund, and raising awareness of issues and implement solutions.
Lead staff in preparing and providing bi-weekly financial reports to management on the operating budget and monthly financial reports on the primary road fund cash flow, and revolving fund cash flow so that program funding capacity can be determined, potential funding issues can be identified and appropriate program adjustments made to retain fund solvency.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):

- Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
-
- Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
- A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
